Since assuming the role of Chairman, he has guided Sian Chay through a period of renewal and growth — strengthening governance, expanding community-based services, and ensuring the long-term sustainability of charitable healthcare. What was once a small medical institution has grown into a trusted network of community clinics serving neighbourhoods across Singapore.
Driven by a deep belief that healthcare should be accessible to all, Chairman Toh leads with compassion, discipline, and a strong sense of social responsibility.
